Talk of repositioning Chicago's Willis Tower as a vertical neighborhood conjures thoughts of another tower with aspirations: What ever happened to the Calatrava-designed Chicago Spire, plans for which were unveiled 10 years ago this summer? After Irish developer Garrett Kelleher was forced into bankruptcy and the project fizzled out last fall, now the Spire site, owned by Related Cos., might see neighborhood-style redevelopment itself.
