





Alabama Law Targets
Aerospace Sector Suppliers
Governor Robert Bentley in April signed legislation aimed at attracting thousands of additional jobs to Alabama. The Alabama Commercial Aviation Business Improvement Act will help the state recruit more aerospace industry suppliers. Those suppliers are expected to locate in the region as Airbus builds its first U.S.-based production facility in Mobile. Groundbreaking for the Airbus facility is scheduled for next week. The legislation signed by Governor Bentley levels the playing field between Alabama and nearby states in the recruitment of supplier companies and the additional jobs they will bring.
"Putting Alabamians back to work is my number-one priority," Governor Bentley said. "This bill will make sure Alabama remains competitive with neighboring states in attracting supplier jobs. Already, Airbus will directly provide 1,000 jobs in Mobile, and more than 3,000 people will be employed in the construction phase of the Airbus facility. As suppliers move in, we can attract thousands of additional jobs as well. We want those jobs for the people of Alabama. This legislation will help us accomplish our goal."
The Alabama Commercial Aviation Business Improvement Act (Senate Bill 238) applies to a small category of lawsuits which involve manufacturers of commercial aircraft with 100 seats or more. Neighboring states already have similar laws in place. The bill will protect the rights of Alabama citizens to bring suit against manufacturers, but will also protect manufacturers from out-of-state and foreign plaintiffs who may seek to file suit in Alabama simply because the manufacturer located its plant here.
"Without this bill, suppliers could very easily choose to build in Florida or Mississippi, which already have similar laws," Governor Bentley said. "With this legislation, Alabama is now on a level playing field, and we can recruit more supplier jobs for people in our state."
The legislation was sponsored by Senator Cam Ward, Senator Vivian Figures and Representative Bill Poole.
"Governor Bentley and Commerce Secretary Canfield have made job creation their top priority, and I am glad to do my part to help in their vision," Senator Ward said. "This will do so much to even the playing field with neighboring states to help attract Tier 1 and Tier 2 suppliers to Alabama. It is common sense business legislation like this that I have focused on during my time in the Senate."

The Alabama Commercial Aviation Business Improvement Act provides that the manufacturer would be liable for causes of action occurring no more than 12 years after delivery of the aircraft to the first purchaser or 12 years from the replacement or addition of a component part that was the cause of an accident. If the cause of action occurs within the 12-year deadline, the plaintiff still has two years to bring the action.
The aerospace industry is among 11 business sectors targeted for growth in Accelerate Alabama, the state's long-term plan for economic development.
"We want Alabama to be the center of the new aerospace corridor that will be created by the announcement that Airbus will build its U.S. plant in the state," said Greg Canfield, Secretary of the Alabama Department of Commerce. "This legislation keeps us competitive and on track to locate the suppliers and new jobs that Airbus will bring to the area."
The Alabama Department of Commerce estimates that the Airbus plant will have a $409 million annual impact on the state's economy. In addition to the 1,000 jobs provided by Airbus and the 3,000 construction-related jobs, the Department of Commerce also estimates another 3,700 Alabamians could be employed by Airbus suppliers locating in the state.
Hundreds of New Jobs Coming to Alabama as Commercial Jet Opens Aviation Services Facility in Dothan
DOTHAN, AL - Governor Robert Bentley, House Speaker Mike Hubbard and Alabama Department of Commerce Secretary Greg Canfield joined company and community leaders in Dothan Friday to announce that Commercial Jet will invest $12 million to open a new 400,000 square-foot facility at Dothan Regional Airport in Dale County. The facility will employ hundreds of people.
The opening of the new facility will more than triple the company's capacity to provide freighter conversion and MRO (maintenance, repair and overhaul) services.
"I am proud that the State of Alabama could play a key role in providing hundreds of new jobs for the people of Dothan and the Wiregrass area," Governor Bentley said. "We know that Alabama is the ideal location for the aerospace and aviation industries. This announcement further strengthens our emerging role as an aerospace leader in the Southeast. Nothing is more important to me than creating new jobs, and we will continue our work to recruit companies and help them succeed."

Secretary Canfield expressed his appreciation to the company for its decision to locate the facility in the Dale County area and said that the announcement is another indication that Alabama is well on its way to meeting its targeted industry goals set forth in the state's economic development plan, Accelerate Alabama.
The Dothan Houston County Airport Authority has initiated the construction, to be completed in stages with the final building to be delivered in October this year. "Our new facility will broaden our ability to deliver high-quality integrated aviation services to commercial airlines and aircraft owners and operators," said David M. Sandri, company president.
Commercial Jet's new maintenance facility includes multiple hangars, back shops, stores and offices, with extensive apron space for aircraft parking and servicing.
John Schildroth, vice president and general manager for the Dothan facility, said Commercial Jet plans to hire several hundred trained and experienced aircraft technicians in the local market within the next few years.
"We are already getting a flow of new orders for our new facility, which will be open for business as soon as May of this year," Schildroth said.
The company said state officials and local civic and business leaders have given staunch support to Commercial Jet's expansion plans.

Such tools are capable of withstanding the high amount of heat produced, preventing tool deformation.
Despite being the leading manufacturers of machine tools and cutting tools, China and India have been unable to address the spiralling demand for technologically advanced, high-quality products. This has been due to the lack of local expertise. Instead, this need has been met by German manufacturers.

Kentucky Governor Steve Beshear joined DHL and local officials on June 13th to unveil the company's newly expanded and upgraded global hub at the Cincinnati/Northern Kentucky International Airport (CVG). The subsidiary of the German ThyssenKrupp AG Corporation announced April 24th that it has purchased land in the Special Economic Zone (SEZ) of Bangalore on which the new site service center will be erected. The new facility with a covered area of 35.000 square feet (3.500 square meters) is expected to open early 2014 and will serve customers locally in the fast growing Indian aerospace industry.

Phillips Service Industries (PSI) Explores Possible Locations for Construction of New, High-tech Additive Manufacturing Facility
Phillips Service Industries, Inc. (PSI), a privately-held global manufacturing and services holding company, announced June 5th that it is researching locations to build a new, high-tech Additive Manufacturing facility to produce large-scale parts for the aerospace and defense industries. Some of the states under consideration include Ohio, Illinois, Indiana, New York and Michigan.
PSI is also investigating opportunities to set up Additive Manufacturing programs with academic institutions that seek to advance the state of manufacturing technology.
Additive Manufacturing refers to technologies that create objects through a sequential layering process. The term has turned into a "buzz" word since President Barack Obama personally embraced the technology during his State of the Union address in January 2013.
PSI's Electron Beam Direct Manufacturing (EBDM) technology, which combines computer-aided design (CAD), electron beam welding and layer-additive/Additive Manufacturing processing, is the force driving this growth. Chicago, IL-based Sciaky, Inc., a subsidiary of PSI, has pioneered this technology since 1998. Today, EBDM remains the only large-scale, fully-programmable means of achieving near-net shape parts made of high-value metals like titanium, tantalum, and inconel. EBDM allows manufacturers to save time and money over traditional manufacturing and prototyping processes by significantly reducing material costs and lead times, as well as slashing machine time by as much as 80%.
Mike Riley , Editor of Fabricating & Metalworking Magazine, alluded to the potential of EBDM in a May 2012 article titled The Long and Winding Road:
"EBDM targets the most expensive materials to process on the planet for the most demanding critical applications known to man and, in every case, could potentially cut the purchased price of the typical material lot sizes by orders of magnitude… No more headaches waiting for dies, molds, expensive billets, etc. Game changing."
Over the past four years, PSI and Sciaky have been involved in advanced research and development projects with the Department of Defense (DOD), U.S. Air Force, Lockheed Martin Aeronautics, Boeing, DARPA, and Penn State University's Applied Research Lab to further advance EBDM technology.
According to the Society of Manufacturing Engineers (SME), the global aerospace and defense manufacturing industry is worth$170 billion.
"This (EBDM) is indeed a game-changer," said Stephen O'Bryan , Vice President, F-35 Program Integration and Business Development at Lockheed Martin Aeronautics, during a DOD Mentor-Protege Ceremony at Sciaky, Inc. on April 12, 2012. "The implications for cost-savings are astronomical. On just one part of the Lockheed Martin F-35 aircraft, known as the Flaperon Spars, it is estimated that pre-forms made using EBDM technology, in lieu of the current process, will save the Air Force $100 million (over the lifetime of the aircraft)."
PSI President and CEO Scott Phillips said that a decision for selecting a location for the Additive Manufacturing facility could be made in the next six months.

Davis Aircraft Products establishing new facility in Georgetown County
$5.5 million investment expected to create 100 new jobs
COLUMBIA, S.C. - June 3, 2013 - Davis Aircraft Products, a maker of aviation tubing systems, will relocate its manufacturing operations to its new Georgetown County facility. The $5.5 million investment is expected to generate 100 new jobs.
"We are pleased with the opportunity to move forward with the plans to locate our new operations in Georgetown County. With our new operations, we will be able to attract new customers and increase our market presence. We appreciate all the support we've received from state and local officials," said Bruce Davis, CEO of Davis Aircraft Products. The company will produce its patented Wolfbend product line, used in fuel delivery systems of aircraft. The plant is expected to begin operations in spring 2014.

Collaborative alliance aims to enhance trade between regions, spark new
DFW INTERNATIONAL AIRPORT, Texas, May 17, 2013 /PRNewswire-USNewswire/ - Dallas/Fort Worth (DFW) International Airport, operator of DFW Foreign Trade Zone #39, and the Farglory Free Trade Zone of Taiwan signed a free zone trade alliance today which creates a framework for a collaborative alliance between the two organizations. Jeff Fegan, CEO of DFW Airport and Yeh Chun-Yao, Chairman of the Farglory Free Trade Zone signed the agreement. Dallas Deputy Mayor Pro Tem Tennell Atkins, Fort Worth Councilmember Jungus Jordan, DFW Airport Board Chair Robert Hseuh and Chao Teng-Hsiung, Chairman of the Farglory Group, witnessed the signing.
"DFW and the Farglory Free Trade Zone recognize each other as world-class trade zones in our respective regions, so it is an honor to sign our new strategic alliance," said Fegan. "Both zones are strategically located for the shipment of goods to their respective regions, and both promote efficient trade with excellent facilities with outstanding service."
The Memorandum of Understanding formalized the establishment of a Free Trade Zone Alliance between the two trade zones, and outlined the exchange of expertise to benefit business and develop new opportunities in global markets.
"This alliance will build more opportunities for businesses to build relationships," said DFW Airport Board Chair Robert Hsueh. "And when you create new relationships, those efforts can have a positive impact on economic development including increased trade and tourism between both regions."
Taiwan represents one of Texas' largest trading partners, exporting over $3 billion worth of goods to each other in the year 2012. Taiwan also accounts for about 25% of all the international air cargo traffic that runs through DFW Airport, making it a key strategic partner for the Airport.
DFW Airport received federal authority to operate an on-site, 2,400-acre Foreign Trade Zone in 1979, and to serve the business community of the Dallas/Fort Worth region. DFW's primary foreign trade zone is located on-site, comprised of 2,400 acres. The Foreign Trade Zone (FTZ) encourages capital investment in the U.S. through a relief in paying Customs duties and tariffs, ultimately reducing the costs of engaging in international trade.
The DFW Airport Foreign Trade Zone also manages trade zone sub-sites in six counties around the Dallas/Fort Worth area, including Dallas, Tarrant, Kaufman, Denton, Collin and Grayson.
United Paradyne Corp.
Returns to the Space Coast
On May 20, the Economic Development Commission (EDC) of Florida's Space Coast announced that aerospace-related propellant services provider United Paradyne Corp. is expanding to Kennedy Space Center as it seeks to broaden its capabilities with government and commercial launch providers and expand its research and development operations. As the company expands its Florida footprint, Space Florida will work with UPC leadership to leverage state financing capabilities and networks to support that growth.
UPC's return to Kennedy Space Center, where the California-based company served as a propellant subcontractor from 1998 to 2008, will create at least 50 jobs over the next four years with average annual salaries of $64,000. The company's capital investment over that time will exceed $9 million.
