When you look at the economic activity of the eight states that border the Great Lakes, there's only one question: How can they maintain the stunning pace of growth they have enjoyed in recent years? Indeed, of those eight states, six -- Michigan, Ohio, New York, Illinois, Minnesota and Pennsylvania -- ranked in Site Selection's Top 10 in attracting new and expanding industry in 1999. Michigan led them all and captured SS's coveted Governor's Cup for the third straight year.
