George Pataki's leadership, the state has cut more taxes and red tape than almost any other state in the nation, creating a welcoming atmosphere for new and expanding companies. IBM Chairman Lou Gerstner agrees. "We could have put this investment in any number of locations in the world," he explained at the official announcement of the new IBM 300-mm chip fab facility in East Fishkill, N.Y. "We took a hard look, and we concluded that the business environment in the New York justified putting our money into what we consider our home state."
