Delaware Banking on New Projects

Delaware state officials like the recent rankings issued by the Tax Foundation, which peg the combined state and local tax burden at 7.3 percent of per capita income, making it the third-lowest in the country behind Alaska and New Hampshire.
        Bank One Corp. is investing a total of $300 million to build two data centers to support the bank's nationwide network. One will be on the outskirts of Wilmington while the other will be in Bear. The new facilities, which will open in 2004, will consolidate work currently done in Illinois, Ohio and Michigan. Bank One's credit card division is already in Wilmington and employs 2,500.
        Bank One says it chose Delaware for its system of highly developed fiberoptic lines, modern power grids to provide competitively-priced electricity and the state's willingness to help locate usable sites.
        TransUnion Settlement Solutions, a subsidiary of TransUnion LLC and a provider of lending process solutions, is moving its national headquarters to the Wilmington area. The company plans to create 300 jobs within three years.
