s journalists clamber over one another to find new ways to describe Gov. Arnold Schwarzenegger's skin tone, that Governor aims to burnish the state's business climate from a tarnished glare to a Golden State glow. Even with a lot of business climate strikes against the state and a continuing state budget battle, his immediate reform efforts in the area of workers' compensation have at least succeeded in changing the tone of the state's relationship with the business community.
      But it's not all about government and legislation, despite the litany of negatives one hears from these parts. In Northern California, two major projects in medical devices and high tech illustrate why the leading edge of the country is still leading the way.
