CYBERSECURITY: Morocco and India Showcase New Frontiers In Cybersecurity Infrastructure

One projects 1,000 jobs. The other is starting with around 100. Both projects, which opened around six months apart last year, herald groundbreaking thresholds for digital infrastructure in their respective regions.

In December, Palo Alto, California–based Deepwatch, a company that calls itself the leader in precision MDR (managed detection and response) powered by “AI + Humans,” opened a new Global Capability Center (GCC) in Bengaluru, India, noting that the project “taps into one of the world’s most competitive software engineering hubs” with expertise in cybersecurity, SaaS platforms and AI development. The company planned to grow its headcount at the site to over 100 within 18 months across engineering, AI research and product development functions.

“This expansion represents a fundamental shift in how we approach innovation — we’re not just opening an office, we’re creating a global development engine that keeps our customers ahead of evolving threats,” said Deepwatch CEO John DiLullo. “India’s exceptional talent in cybersecurity, AI and enterprise platforms allows us to scale innovation while maintaining the precision and responsiveness that define our service.”

The company said the new GCC positions Deepwatch for continued global expansion. “The company is actively evaluating additional international opportunities to bring world-class cybersecurity expertise closer to customers worldwide,” Deepwatch stated.

Here’s Lookin’ At You, Oracle
The World Economic Forum’s 2026 Global Cybersecurity Outlook found that respondents graded India as among the least cyber-resilient regions of the world. A daylong flight away in the top-rated cyber-resilient region of Middle East and North Africa, Oracle last June officially opened a new R&D center at Casanearshore Park in Casablanca, Morocco, where it plans to hire up to 1,000 to develop cloud infrastructure and AI solutions that aid in cybersecurity and other areas. The project aligns with Oracle’s agreement with the Ministry of Digital Transition and Administration Reform, Government of Morocco, to boost R&D capabilities in the country.

“Establishing a new Oracle R&D center in Morocco reflects our commitment to innovation and inclusion — leveraging the country’s growing tech talent and strategic location to build cutting-edge solutions for Africa, the Middle East, and beyond,” said Craig Stephen, executive vice president, Oracle.

“Oracle’s R&D center in Casablanca has already played a critical role in creating technical breakthroughs, enhancing cybersecurity and delivering impactful new AI capabilities,” said Safra Catz, CEO of Oracle, when the project was first announced in May 2024. “By expanding our R&D presence in Morocco, we can further tap its deep talent pool to accelerate development of solutions that help our global customers grow their businesses and win in their industries.”

ISC2 is a cybersecurity organization that promulgates various certifications whose members, associates and candidates (registered in its One Million Certified in Cybersecurity program) now total nearly 668,000. The organization reported in its 2024 annual report that while the total number of members in EMEA and the Asia Pacific came to around two-thirds of North America’s top membership tally of 152,318, the number of candidates in North America (135,938) is outrun by the total of 246,514 candidates in EMEA and the Asia Pacific.
