CSI: Edmond       It may be a while before CBS tapes its popular crime-scene investigation series in Edmond, Okla. But this community of 70,000, a northern suburb of Oklahoma City, is spawning a forensic-science industry cluster not unlike Norman's weather industry cluster to the south. In May, the Oklahoma State Bureau of Investigation (OSBI) announced it would locate its Forensic Science Center adjacent to the campus of the University of Central Oklahoma, in Edmond. OSBI is partnering with the City of Edmond and the university, which is one of just a handful of schools offering degrees in forensic science. But the center's impact will be much more significant: it will anchor a "center of expertise" that will ultimately include a Forensic Science Institute and private companies marketing services to the center's scientists.       "The institute will bring forensic scientists from around the country to study here in a continuing education model," says Steve Kreidler, executive vice president of administration at the University of Central Oklahoma. "Like in any other profession, they need to stay on top of the latest in their field. The university already offers degree-oriented programs; the institute will be more of a professional development center." The Old North Tower on the campus of the University of Central Oklahoma.       The OSBI building will include observation rooms and other features to facilitate training and education. The university recently purchased a hotel next door to the new OSBI lab that will house visiting scientists and visitors. "We plan to build a small, additional forensic-science building for additional courses, training and research," says Kreidler.       "So the notion is much more than OSBI just finding a site for their facility. It was to create a real center in this part of the country for forensic-science study," adds Kreidler. "There will be immediate business that comes into the economy in the next three or four years as we gear up the institute, and we believe that because of the research and partnering we'll be doing, bringing in world-class scientists to teach, we will attract companies and other entities to serve the industry."       Kreidler says the emerging cluster will help the university build on its reputation as a leading school for forensic science and expand its curriculum — and how the material is taught — in partnership with OSBI.       "We're working with the Edmond Economic Development Authority to stay in front of the kinds of firms that would either grow or relocate services within the forensic sciences field. It's a city, county, state, university, economic development authority partnership, and it's working because we share a common vision."
