Flight Plan

Washington Gov. Jay Inslee says the state his family has called home for five generations has a “unique marriage of assets.” Some of them just need a second honeymoon.

In May Inslee launched an all-out campaign to land the assembly and manufacturing work for the forthcoming Boeing 777X, including its carbon-fiber wing.

“All my friends were Boeing families growing up,” says the Seattle native. “I got to sit in the first Boeing 707 at age 10.”

His Aerospace Industry Strategy includes the following actions:

  • “Update the competitive analysis that helped Washington secure the 737 MAX to preserve the state’s leadership position as we look to secure the 777X.”
  • Reduce burdens on industry by improving the efficiency and effectiveness of government services.
  • Review existing aerospace incentives in the context of the production life of the 777X. One package under consideration, says Inslee, “would memorialize about $1 billion in existing tax incentives they have.”
  • Explore other drivers of cost and identify actions to reduce their impact.
  • Streamline the 777X permitting process through creation of an intergovernmental, inter-agency task force chaired by Everett Mayor Ray Stephanson. “We have a very successful suite of programs to ensure rapid permitting,” explains Inslee. “It’s not quite pre-permitting, but we’ve cleared all of the underbrush.”
  • Identify and prioritize needed investments and funding strategies that may be considerations for the 777X siting decision. Areas of focus will include transportation and port infrastructure.
  • “Identify and close potential skills gaps related to 777X design and production, and develop programs and facilities necessary to enhance our ready and able work force.”

“The Legislature has the opportunity to make a significant down payment in many of these areas in the upcoming special session,” Inslee said in May. “Transportation is a significant driver of costs. By funding additional highway, bridge and transit projects, we will improve the movement of employees and parts to and from Boeing’s manufacturing sites and the supply chain all over the state. Additionally, I have proposed significant investments in STEM education and aerospace workforce training that are already on the table for the Legislature’s consideration. We must make these investments now.”

Alas, while Inslee’s education goals are moving, his hopes for transportation got stuck in political traffic.

“Because we are a growth state, it brings the problem of congestion,” says the optimistic Inslee, citing projections of 1 million people coming to Washington over the next decade and a half. “We had a good package pass our House, but it did not pass the Senate yet. We’re working on that, and our Republican colleagues in the Senate are now willing to talk. There is some possibility we could tee up a package by Thanksgiving, or at least by January. There is some resistance to moving the ball, but we’re getting over that.”

Even as policy lags, however, projects are proceeding.

Making History in Seattle

In September, the state Community Economic Revitalization Board (CERB) announced approval of a $2-million loan for Snohomish County Airport to invest in Paine Field infrastructure. The County will use the funds, along with more than $2 million in local match, to prepare 42 acres of the Paine Field Aerospace Business Park near Boeing’s Everett manufacturing campus for construction of an aerospace manufacturing facility that could be used by Boeing or another supplier to support the anticipated 777X program.

“We’re providing The Boeing Company with options,” said Snohomish County Executive John Lovick in July. “We believe there are a number of potential sites on which a building of the size necessary to build these very long carbon fiber wings is feasible, both inside their current property line or at Paine Field. We’re planning to provide certainty for the company whichever direction they choose to proceed.”

Charbonneau’s statement on earning the Teacher of the Year accolade last spring could easily have been applied to the state’s and state legislature’s efforts to create a better business climate:

“I greet my students in class every day by saying, ‘Welcome back to another day in paradise,’ ” said Charbonneau. “The reality is that paradise must be built, maintained and improved each day. It removes the words ‘can’t,’ ‘too hard’ and ‘impossible’ from our vocabulary.”

The CERB funding was just a portion of the more than $30 million in investments the Washington State Legislature made in support of aerospace skills and training during the 2013 Legislature and its two special sessions.

Inslee says he’s been very engaged with Boeing on working through a regulatory issue involving the federal Clean Water Act. He says a final plan to present to Boeing will be unveiled later this year. But the moves the state is making are attracting notice from other quarters.

“It’s important to note that we have the entire cluster of aerospace here,” he says, including some suppliers to Boeing’s fiercest rival Airbus. Moreover, he says, “We have some interest, frankly, in our state from Airbus. Because of our tremendous talent pool, and also the financial arrangement of Airbus, there is a benefit to them to do some of their manufacturing in the [US] dollar. There is interest in our state in that regard.”

International Update

Look past the Canadian Rockies and their travel and tourism draw, and even past Alberta’s booming bituminous sands region, and you’ll find Western Canada’s next signature industry — aerospace.

Much of the sector’s activity has to do with Canada’s involvement since 1997 in the Joint Strike Fighter (JSF) initiative, a fighter aircraft program supported by nine countries, including Canada and the U.S. The primary contractor of the F-35 is Lockheed Martin, but numerous aerospace companies, including several in Western Canada, have supporting roles. Canada’s participation in the JSF partnership (worth about C$168 million thus far) guarantees these and other aerospace concerns around Canada access to competitive opportunities worth an estimated $12 billion.

Avcorp Industries Inc., Delta, B.C., for example, won a $500-million contract to produce 340 sets of wing tips for the F-35 Carrier Variant Outboard Wing that will lead to about 70 new jobs, according to Avcorp President Paul Kalil. Avcorp, which also operates a facility in Burlington, Ont., also builds airframe structures for Boeing, Bombardier, Cessna and other aircraft manufacturers.

Fellow B.C. company NGRAIN of Vancouver is developing 3D software technologies to support the design, assembly and maintenance of the F-35. The company produces the Virtual Damage Assessment and Repair Tracking software used by aircraft maintainers to record damage and repair information in 3D.

In Winnipeg, Man., the Bristol Aerospace Ltd. division of Magellan Aerospace Corp. is making complex aeroengine and composite assemblies for the F-35 Lightning II version of the Joint Strike Fighter.

All told, Western Canada is home to 450 aerospace companies with revenues of more than $4 billion and an employment base of more than 15,000 people, according to the Canada West Aerospace & Defence Industries Association. Following is a provincial breakdown of aerospace resources of interest to site seekers with a western Canadian location on their checklist:

British Columbia

  • The Aerospace Industry Association of British Columbia promotes the industry by acting as a watchdog, advocate and facilitator for its membership, ensuring that B.C. companies are as well placed as possible to take advantage of opportunities. These activities include an active program of government relations; developing business networking opportunities; and addressing and seeking solutions to problems affecting industry.

Alberta

  • Aviation Alberta, a western Canadian regional association, works closely with its members, industry partners, government and military agencies to address the interests of those involved in the aviation, aerospace, airports and UVS (unmanned vehicle systems) industry sectors.
  • The Aerospace Engineering and Test Establishment, Cold Lake
  • The Canadian Centre for Unmanned Vehicle Systems, Medicine Hat
  • NATO Flying Training in Canada, Cold Lake

Manitoba

  • The Manitoba Aerospace Association (MAA) represents 40 aerospace companies and partners and facilitates sustainable worldwide business growth of Manitoba aerospace companies while also fostering responsible, collaborative community support. Its sister organization, the Manitoba Aerospace Human Resources Coordinating Committee (MAHRRC), assists companies in fostering business opportunities and attracting and developing a skilled work force to ensure globally competitive products and services.
