South Carolina
Legislation passed in South Carolina in the past 12 months benefits two industries -- life sciences and the film industry. The Life Sciences Act and the Venture Capital Act will help the state develop new programs in the biotechnology sector that have proven effective when applied to manufacturing industries. The South Carolina Motion Picture Incentive Act of 2004 provides tax credits and rebates for film companies using labor and suppliers in the state.
South Dakota
South Dakota's legislature created the South Dakota Science & Technology Authority and a $12 million High Opportunity Fund to assist high-tech businesses and entrepreneurs in expanding operations and creating jobs. Lawmakers also allocated $3.7 million to expand research and development at South Dakota universities with an emphasis on creating new jobs in the state.
Tennessee
At the direction of Gov. Phil Bredesen, the legislature and a special advisory committee of state development officials are working to reform Tennessee's workers' compensation system, which has cited by manufactures as a key detriment to investing in new or expanded facilities.
Texas
The 78th Texas Legislature established the $295 million Texas Enterprise Fund, championed by Gov. Rick Perry as a key tool for attracting and landing economic development projects. Funds can be used for infrastructure development, job-training programs, business incentives and other uses designed to bring investment to Texas. In order for Texas Enterprise Funds to be awarded, the governor, lieutenant governor and Speaker of the House must unanimously agree on the merits of the project. The legislature also passed bills authorizing transportation improvements, reforming medical malpractice laws and improving education efficiency, among other measures.
Utah
The Board of Business and Economic Development has launched a Fund of Funds program that was created by the 2003 Utah Legislature, established an aerospace and aviation zone in Riverdale City and awarded the state's first film incentive. The latter is part of the state's $1 million film demonstration program.
