Press Release

Site Selection Publishes 2025 Sustainability Rankings, America’s Best Counties & Top Startup Ecosystems

Atlanta, July 1, 2025: In its new July 2025 issue, Site Selection magazine has released the 16th edition of the publication’s annual Sustainability Rankings, based on unique sets of criteria applied to countries, U.S. states and U.S. metro areas. This year the United States, Spain and Sweden top the magazine’s list of Top 10 countries. Texas repeats as No. 1 among U.S. states, followed by California, Colorado, North Carolina and Arizona. And metro Austin, Texas, repeats as No. 1 among U.S. metros for the fourth straight year, just above the greater metro areas of Dallas-Fort Worth, Denver, the Bay Area and Silicon Valley. (See full Top 10s below.)

Site Selection’s annual Sustainability Rankings go beyond the cosmetic, based on metrics that encompass LEED-certified buildings worldwide and data from millions of square feet of buildings served by commercial real estate ESG platform Measurabl and the Center for Active Design, which oversees the Fitwel healthy building certification standard. “We don’t just count LEED-certified buildings and solar farms, but the locations and expansions of the plants that build solar modules,” said Site Selection Editor in Chief Adam Bruns, noting that many of the index’s calculations are performed on both a per-capita and cumulative basis. “In addition to renewable energy metrics, we cross-reference our corporate facility investments database with deep research into companies’ corporate social responsibility profiles from our friends at CSRHub to see where high-CSR firms have the most presence.”

CSRHub is one of more than a dozen special contributors and partners whose work is featured in the July issue, including an adapted excerpt from the Johns Hopkins University Press book “Hacking College: Why the Major Doesn’t Matter — and What Really Does” and an exclusive contribution about the creation of the national REDI Sites program by the Site Selectors Guild.

The July issue also includes the third annual edition of “America’s Best Counties,” based on Conway Data’s proprietary Conway Projects Database of corporate facility investment data. Maricopa County, Arizona; Harris County, Texas; and Cook County, Illinois, top the overall rankings. Per-capita rankings are led by Defiance County, Ohio; Boone County, Indiana; and Muhlenberg County, Kentucky. (Full Top 20 rankings in each category are listed below.) The rankings are based on total points awarded to counties based on number of projects between January 2024 and March 2025, capital investment and jobs created according to project data resident in Site Selection’s Conway Projects Database.

Elsewhere in the July 2025 issue: fresh analysis and field reporting about the world’s top global startup hubs; and a special “Inflation Busters” report with exclusive insights from Global Location Strategies and The Boyd Co. on top low-cost locations for manufacturing and corporate headquarters. The issue also features a Q&A with ITIF Co-founder Robert Atkinson about the organization’s new Hamilton Index showing top states for advanced industries; a close look at IMD’s Smart City Index (including an interview with IMD’s chief economist); exploration of why talent continues to move to small-town America; and Tractus analysis of why China still matters. Industry reports cover the latest states to introduce data center incentives; groundbreaking aerospace projects; tasty investments in multiple locations from Chobani and Ferrero Group; and how policies are impacting offshore wind investment in Europe and North America. International spotlights shine light on district heating in Atlantic Canada, fits and starts along the U.S.-Mexico Border Corridor, AI in Africa and green steel investments in the Nordics.

Regional coverage includes which regions are attracting the most investment along the I-20 corridor; the TexasEDConnection Intelligence Report; area spotlights on the Rocky Mountain states and Upstate New York; state spotlights on New Jersey, Louisiana, Maine, Wisconsin, Oklahoma and West Virginia; and Site Selection Investment Profiles of the Country of Georgia; Pennsylvania; Tennessee Valley Authority; Pflugerville, Texas; New York City; Maryland; Ascension Parish, Louisiana; and Silicon Ranch.
